Xifeng Economic Development Zone leads growth with reform-driven momentum

Xifeng Economic Development Zone in Guiyang achieved a 30.2 percent year-on-year surge in industrial output in the first quarter of 2025, totaling 3.16 billion yuan ($441.14 million), accounting for over 91 percent of Xifeng county's industrial economy.

Since 2022, the zone has implemented cross-departmental integration, merging county-level and park-level governance to streamline operations. Over 40 officials have been reassigned to break down silos, enabling faster project approval and efficient enterprise services.

Enterprises in the development zone are seeing tangible benefits. For example, Guizhou Xiyang Industrial Co, a fertilizer leader with 2.5 billion yuan in annual sales, has secured 300,000 metric tons of phosphate ore and critical land approvals under expedited coordination.

The development zone, which was named Guizhou's safest chemical park in 2024, champions operational initiatives of "safety, efficiency, profitability, and integrity". A "one-stop" service hub now handles 48 administrative items, while logistics improvements, such as dedicated rail lines, have cut transport costs by over 10 percent for firms like Anyou Biotechnology Group Co.

Sichuan Chenghua Biotechnology Co, a synthetic biology firm with globally leading enzyme technologies, has also moved its headquarters from Chengdu to Xifeng, citing the development zone's strong industry focus and responsive policy support.
