Xifeng county's five-year plan was released recently at a local conference, according to news reports on Oct 31. Xifeng is a county in Guiyang, capital of Southwest China's Guizhou province.

The plan states that the county will prioritize high-quality development, practice human-centered principles, deepen reforms, and safeguard social stability and harmony.

Characterized by special agriculture, modern chemical industries, and hot springs, Xifeng will contribute to Guiyang's overall industrial competency, supporting services, and sustainable development.

The county is now dominated by the phosphorus and coal chemical sector, led by chemical medicine, lithium cell materials, and new materials, and is also supported by a series of other supplementary areas, such as equipment manufacturing, special food, energy saving, and daily necessities.

The plan requires the government to take the Xifeng Economic and Technological Development Zone as a window to the outside world, make scientific space plans and evaluations over the zone, and build supporting infrastructure for enterprises based in the zone.

Authorities are expected to establish Xifeng as a radon-enriched hot spring city, and develop businesses related to dining, accommodation, travel, entertainment, and shopping. Construction on the revolutionary tourism destination, recreational destination, mountain tourism destination, and rural tourism destination will be accelerated.

The government will also build five 15-minute community living circles, and make sustained efforts to raise the quality of parking lots and farm produce markets. Renovation work on shanty towns, old residential areas, and laneways will be further carried out as well, and weak links existing in education, medical care, and services related to minors will be addressed.
