Procedures for establishing a company in Guiyang

The investor must submit materials to the Municipal Development and Reform Commission of Guiyang. The Guiyang Municipal Development and Reform Commission will then provide a notice of acceptance upon examination of said documents. The commission will subsequently issue an approval document for the project. Upon approval, the investor must then undergo procedures regarding use of land, urban planning, import of equipment and reduction or remission of taxes.

The materials to be submitted are as follows: 

1. Application report;

2. Opinion letter from Guiyang Planning Department; 

3. Project materials from Guiyang Urban Development Department; 

4. Opinion letter from Guiyang Environmental Protection Administration regarding site selection and environmental impact; 

5. Other relevant materials.

Enclosed:

Materials to be submitted for domestic limited liability company:

1. Application for registration of company and certificate of entrustment for application for registration of company;

2. Articles of the company;

3. Shareholder's legal qualification certificate or national identity certificate;

4. Capital verification report;

5. Official appointment document and identity document of company director supervisor and manager;

6. Official appointment document of chairman of the board or executive director;

7. Certificate of site for business operation;

8. Notice of company name approval;

9. Other relevant materials.

Materials to be submitted for Sino-foreign joint venture:

1. Application report;

2. Feasibility study report;

3. Contract and articles of the incorporation officially signed by joint owners and list of the members of the board of directors;

4. Official appointment document of members of the board of directors and their identification documents;

5. Notice of company name approval;

6. Copy of valid business registration or business license issued by government and copy of identification card;

7. Bank reference letter of the investor;

8. Certificate of site for business operation;

9. Opinion letter from relevant department regarding site selection, impact on environment and fire protection;

10. Other relevant materials.

Materials to be submitted for foreign-owned enterprise:

1. Application report;

2. Feasibility study report;

3. Articles of the company;

4. Official appointment document of legal representative or members of the board of directors and their identification documents;

5. List of the members of the board of directors;

6. Copy of valid business registration or business license issued by government and copy of identification card;

7. Bank reference letter of the investor;

8. Written reply of local government where the corporation will be set up;

9. Notice of company name approval;

10. Certificate of site for business operation;

11. Opinion letter from relevant department regarding site selection, environmental impact and fire protection;

12. Other relevant materials.
